  47. This Directory is published by the Office of Educational Research
  48. and Improvement (OERI).  OERI supports and conducts research on
  49. education, collects and analyzes education statistics,
  50. administers grant and contract programs to improve libraries and
  51. library education, and disseminates information to parents,
  52. students, teachers, school administrators, policymakers,
  53. researchers, the media, and others.  
  54.  
  55. A major function of OERI is to distribute computerized data tape
  56. files from  the library of survey data which OERI's National
  57. Center for Education Statistics (NCES) has been collecting for
  58. over 20 years.  The entire OERI library of computer tape survey
  59. files is available for public sales distribution.  This Directory
  60. is designed to give a brief, nontechnical synopsis of the
  61. major files available.

  65. In addition to supplying copies of data files, special
  66. tabulations, diskettes, and mailing labels, mailing label
  67. software packages are also provided.  Capabilities range from
  68. straightforward listings to complicated statistical analyses.

  105. PRICE AND ORDERING INFORMATION

  107. Tape Prices
  108.                                                               
  109. Each survey is sold as a unique data file. The basic price for a
  110. data file is $175.  Additional files ordered at the same time are
  111. $75 each.  At this price, the files will be stacked on as few
  112. reels as possible.  Some large files have separate pricing. 
  113. These prices are referred to in the file descriptions.  Each
  114. annual collection for a multiyear survey is counted as a separate
  115. file.

  117. All necessary documentation is included with each file.  This
  118. includes:  file layout, block size, number of records,
  119. explanatory narratives, survey forms, and related studies.

  121. Tape Technical Specifications 
  122.                                                               
  123. Standard copying procedures for these files produce 9-track tapes
  124. in 1600 or 6250 BPI using extended binary coded decimal
  125. interchange code (EBCDIC) or American standard code for
  126. information interchange (ASCII), with IBM Standard Labels (SL) or
  127. unlabeled.  We can also copy files to produce 3480 tape
  128. cartridges.

  131. most files produced since 1976.

  580.                               of schools and districts were
  581.                               obtained from a sampling frame of
  582.                               80,384 public schools and 16,962
  583.                               public school districts. These
  584.                               files contain information on number
  585.                               of students, number of teachers,
  586.                               number of vacancies, number of new
  587.                               hires, salary schedules, and
  588.                               information on hiring practices and
  589.                               retirement policies.  These data
  590.                               were collected by the U. S. Bureau
  591.                               of the Census via mailed
  592.                               questionnaire.

  595. ** NOTE NCES sponsored the 1987-88 Schools and Staffing Survey
  596. (SASS) conducted by the U.S. Bureau of the Census. to update data
  597. on teachers, school administrators, schools, and local education
  598. agencies.  Data from previous surveys have been used by Congress,
  599. state education departments, federal agencies, private school
  600. associations, and educational research organizations.

  602. The SASS is an integrated set of surveys that were conducted by
  603. NCES independently in the past.  These include the Private School
  604. Surveys of 1983-84 and 1985-86, the Public School Survey of 1984-
  605. 85 and the Teacher Demand and Shortage Survey of 1983-84.  The
  606. SASS include several types of respondents: school district (LEA)
  607. personnel officers, public school principals, private school
  608. heads, public school teachers, and private school teachers.

  673.                               full-time instructional faculty, by
  674.                               sex, rank, length of contract, and

  676.                               about 4,416 institutions.  The
  677.                               1972-73 and 1976-77 surveys also
  678.                               collected the number of part-time,
  679.                               full-time, and non-faculty
  680.                               employees, by manpower resource
  681.                               category.  The Privacy Act of 1974
  682.                               forbids public dissemination of
  683.                               data on salary and fringe benefits
  684.                               for individuals and/or
  685.                               administrators.  A suppression
  686.                               algorithm was used on data cells
  687.                               with fewer than three persons to
  688.                               create a public-use tape.
